But in my view, it's almost unenforceable. More is done with what you're
talking about with company and ISP policies than any of the laws.

It looks to me like the law is more concerned with a working system for
opting out rather than in. That's also the way the real estate industry
seems to work it.

All, as far as I know, of the bulk email systems I have access to have a
working "opt out" system.
