A related question: what methods are the official approved ways to
deliver this information today? Phone calls? Letters home? What rules
govern what kinds of things are snail-mailed to parents?

It sounds to me like the District policy needs to be updated so that, at
the point of collecting the email addresses, the parents are notified
that their addresses will be used to send student- and class-specific
informational updates.

Why else would someone give their email address to the School District?
 I'm trying to imagine a use case in which I would give my email address
to them, but wouldn't want them to use it for this purpose ... and I'm
coming up dry.

As long as everyone was clear that no one would harangue parents about
fundraisers or political action (which could be grey areas), everybody
wins. The policy would just need to reflect that.
