A reasonable server load is one works within the parameters of your application.

Take an Asterisk server as an example. At what point does everything
get choppy based on the transcoding you are doing. Gotta find out by
testing and understanding your limits then classifying the results for
later. Different software revisions react differently to common tasks
so even that needs to be taken into consideration.

This is a good reason for using software that allows straight forward
access to benchmarking. Above and beyond that its up to the user
setting up a php site that makes 1000 completely unnecessary mysql
queries to throw typical load measurement and planning out the window.
