I upgraded to Adobe Reader 5.1 and it now works under Win98

Okay, just when I think I know what I am doing :) The test fails but
setting the helper application settings in Mozilla/preferences (Linux)
for .fdf & .pdf file types to Acroread does work. I am using Mozilla
1.2.1 & Acroread 5.0.6 from Adobe.

This may be a browser issue since the test does work in a W2k/IE 6
Vmware session.

The good news is that Linux users can do business with the State of
Alaska online. I would like to be able to use xpdf though.
