That depends. To my knowledge, .bin is a generic extension that
doesn't indicate a particular file format. The file command, e.g.
"file mysteryfile.bin" would likely tell you what kind of file it
is, and thus how to expand it.
If not, you'd need to know what created it, and find the software
needed to expand that particular file format.
