The normal way to do this is to create a group called "test" (the same name
as the new owner). Then any file that you want that user to have is changed
to that group. Another common way to solve the problem is to have no
security on the file but limit who has directory access.

If I own a particular file and I want to give ownership to someone
else...can't I do that?

I am trying to give a file that has mike ownership to a user called test.
But it said that the operation isn't permitted.

Some searching that I have done implies that only root can change ownership
rights.

Can anyone confirm that?
