Well, assuming that X is set up on the noisy box to listen for
connections, and that something like gdm is set up to offer logins on
the noisy box, it is fairly simple in Cygwin. All you need to do is
install Cygwin's X, and then at the bash prompt type:

X -query [host]

Where [host] is the noisy box. You should see your xdm (or gdm, etc.)
login prompt. As far as I know, it is not possible to 'peek in' on an
exisiting X session without using a tool like VNC. At least my l33t
h4x0r sk1llz aren't up to it. :)

The best way to set it up is to read the various howtos. I think this
one is a good one to start with:

If you're using Gnome or KDE, remember that you're probably not using
xdm, but gdm or whatever KDE uses (kdm?).
