For what it's worth, there have been a few times when I've been unable to
reach IA/ACS's network from the lower 48 b/c of flapping routes. ie: if
someone's BGP route announcements go up and down several times in a short
span, many networks will dampen those networks to reduce global
instability.

The last time I saw this happen was about 45-ish days ago. They seem to
have been clean since. Also, I'm getting my best route to ACS's address
space from the same provider that is servicing BP (UUNet). So UUNet seems
to be passing traffic from them just fine (b/c I have connectivity)... you
should be able to reach BP.

The long and short of it is it looks like there's no problem getting
to/from ACS from the global internet.

It would be very odd for ACS's internal network to limit your ability to
some sites... very odd. It would be hard to do unintenially. I would
seriously examine client issues (as per previous message, check the ECN
stuff, maybe set your MTU down on your NIC to like 500bytes, verify your
FW isn't blocking something.. Definately try the MTU thing..) Also as
previously mentioned, sometimes whole DSL netblocks will get hammered down
by some corps due to abuse. This is really pretty common esp in light of
CodeRed and its offspring. Once networks get blocked, they usually stay
that way for a long time. Most corp security personel have better things
to do than unblock potentially risky networks.
