This may be a boneheaded suggestion but it was the first thing that came
to mind when reading your post. Have you tried, after firing up navigator
under your user account, looking under the "view" menu under the
"show/hide" submenu? You can select which toolbars to view from there.

If you don't have a view menu (cuz that toolbar is gone too, you didn't
specify if the menu bar was gone as well) try exiting navigator, then from
your users home directory:
rm -rf .netscape/
(or mv .netscape/ foobar/ if you care about your old settings/bookmarks)

and then reload navigator. A new .netscape directory will be created and
populated with all the default settings, which should include the ability
to see the toolbars.
