As I reread this I realize I'd worded that poorly. That makes it sound
like I was trying to say you can transmit Morse code without a license,
and that's absolutely not the case.

To transmit at all in any mode on the amateur bands you do need a license.
Some bands require a higher level license than others. However the
requirement to pass the Morse code test has been removed from all classes
of licenses.
