I agree with your points, pretty much down the line, but I come to a
different result.

Most small business I know of don't have the wherewithal to host or
manage their own mail servers even if they wanted to.

I believe my Real Estate office is the only one with it's own local mail
server. Even at that, I'm not certain if it's physically located in one
of our offices or at GCI. I am under the impression GCI does do all the
management of it, wherever it is. As far as I know, all the other local
Real Estate offices (@remax..., @coldwell..., etc) email is hosted in
other states.

You are correct. It doesn't matter whether we blame Google, or GCI, or
Comcast, but most of us have no practical choice in the matter. We have
to rely on 1 or more of them to either get our mail or have access to
it. The only place risk assessment may into play is not whether we host
our own mail, but in choosing which outside firm we have host it.
