Was that outages on Google's end, or network issues on the route between
you and them that kept you from reaching Google?

I have been using gmail as my mail server for my business mail
exclusively for at least 2 years. I can remember about 1 time I was not
able to get to my email that I think the problem was with Google.

I haven't used the "Apps" stuff enough where I can speak to it's
accessibility. I haven't had any issues with it, but I haven't made use
of it on a daily basis like I do my email.

There have been other times I have not been able to get my mail due to
"network issues", but these were network issues with the physical
routing(?) between myself and Google. The biggest one being several
occasions where my entire building was disconnected. These were all
times I could not access anything on the Internet. I don't think I can
blame Google for this.
