I never had an issue with it when I was teaching, but there have been a few
events since then that may have caused the district o change their policy.

I know that after the Murkowski campaign spammed ASD they rewrote their use
and abuse policy, so I would see what the new one says and see if they
explain why.

I never had an issue of e-mailing parents, so I can't see an issue now.

IANAL, but it seems to me that the key in this case is less about the
law than it is about the nature of 'unsolicited' and 'bulk' (UBE, rather
than UCE). Did the District say that it was a legal issue?

To the 'unsolicited' issue ... I personally believe, given that you have
a previously established relationship with the parents, that it would be
appropriate to send a one-time message to all of them inviting them to
subscribe to a list for this purpose (letting them opt in).

Given that you could pick up the phone and call a parent anytime, this
seems like a reasonable compromise to me.
