Vista's definitely unlike any previous version of Windows, but that's another discussion. The partition tool is part of the Device Manager. Here's how I get to it in Home Premium:
1. Start Menu
2. right-click Computer, select Manage (should see an admin prompt)
3. select Storage -> Disk Management
You can also do Control Panel -> System and Maintenance -> (under Administrative Tools heading) Create and Format Hard Disk Partitions.
It does an okay job of what it claims to do, but I have a bit of a gripe with how the tool graphically represents my HDD. My 20GB Mandriva system partition is the same width as my 500GB shared media partition.
