I did a little more thinking on it. I think I understand, at least in
part, why it's set up this way.

A lot of people that post to a 'list', only return to the list when they
realize there is a reply to their personal post. Often newbies looking
anywhere they can find for help and are posting stuff on multiple places
about their problem. If they don't get something back, they never return
and forget about the 'list'.

Our list gets used as much for social interaction as for help which can
make the double replies annoying. Maybe someone can figure out how we
can have our cake and eat it too.

As to who gets the reply and who gets cc'd is probably mostly a matter
of semantics, but if the newbie is the CC and people only hit reply
instead of reply-all the newbie will probably never know there was a
reply and just go away. When we know someone has replied to our post, we
have incentive to come back and join in.

I'm not certain if this is what was explained to me at the time or not,
but I was new to both Linux and mailing lists at the time. I don't think
I would have followed this logic at that time either.
