Yes, sorta. Just put it in the named.cache (or whatever you call it)
file. But it will only be authoritative for your domain and won't know
how to resolve beyond it. I'm pretty sure you don't want to do a zone
transfer from one of the real root servers which is what it would take
to get any real world recursion.

IIRC, there is an cluster of alternate root servers out there with
non-santioned root domains (i.e., something other than .com, .edu, .gov,
etc.) It was called the alternet. Largely inhabited by porn purveyors,
and other unsavory characters.

Another option is to point to opendns (http://www.opendns.com/) as your
forwarder. Probably has an even better cache than your ISP...
