I've seen a few gateways for doing just that with windows. They're cheap,
about $50, and require a computer running Skype on Windows to work.
The only Linux solution I've tripped over uses PSGw

It allows an Asterik server to have a Skype interface. You're still going to
have to connect the Asterik server to the local telephone system so you can
call it with your cell.
