what do these two commands show from your mail server?
traceroute -p 25 hotmail.com
traceroute -p 26 hotmail.com
granted smtp uses tcp/25 but this sometimes gives a clue

who's your ISP?
some do block port 25 except to and or from their mail servers
if so you setup a smart relay to the ISP's mail server(s)

Well, mail from my desktop to my server within my network seems to work.

However I still can't get mail out or into my network. The logs show
when=3D20
trying to send mail out to hotmail:

Server01 postfix/smtp[3228]: connect to
mx2.hotmail.com[65.54.190.50]:=3D20
connection timed out (port 25)

And it will do that over and over about 8 times to a couple different
ip's=3D20
in the logs before it quits.
