It means YOU don't have the right to complain if something is causing RF interference with your computer or other electronic device licensed under Part 15.
This originally came about with people complaining about the Ham/Amateur Operator next door interfering with their watching the Lucy Show. The FCC got tired of listening to their complaints and started requiring a lot of newer electronic devices be licensed under Part 15.

TV an radio is allowed to interfere with you, but you aren't allowed to screw with them.
