Seriously, the state of broadband here is not anything what you will
find in more populated sections. Not as bad as it used to be, better in
some respects, worse in others. But based on what you've said, it's
pretty primitive here, and the providers are pretty corporo-fascist in
their terms and usage.
If it makes you feel better, I can't get anything except 28.8 dialup (on
a good day) where I am, and I'm 20 minutes from town.
