Let me guess:
        forwarders {
                209.165.131.12;
                209.165.131.13;
                };
Am I right?
Try:
        forwarders { 
                208.138.130.16; 
                206.96.62.16; 
                };
And the root servers will go away.  I don't know why they're doing that - IMHO you should not get a response from the root servers when doing a host lookup.  Perhaps GCI isn't done configuring the new DNS servers yet?
