The grub.conf is correct; although, I did post an error in my original
post:

> kernel (hd0,0)/boot/bzImage root=/dev/hda3

It really reads:
    kernel (hd0,0)/boot/bzImage root=dev/hda4

The boot flag is active on hda1.
