Can't get DVD to use DMA

I am trying to get my IDE DVD-ROM to use DMA so I can play DVD's without
choppy video and audio.

I have two hard drives on the primary controller, and a CD-RW and the
DVD on my Secondary. I can set DMA for the CD-RW with no problem, but
when I try to set DMA for the DVD drive, it says "HDIO_SET_DMA failed:
Operation not permitted". If I query the drive, it says "DMA modes:
*mdma0 mdma1 mdma2 udma0 udma1 udma2", and the BIOS says it supports
UDMA2. If I boot into Windows 98, it says it is using DMA.

I've tried a different IDE cable (all my cables are 40-pin, 80-wire
cables) I've tried putting it as the master on the secondary
controller, i've tried putting it on a Promise Ultra66 PCI card I had
laying around. I've updated the drive firmware to the latest version.
Nothing seems to help.

Does anyone have any ideas on other things I can try?

Or, does anyone have a DVD drive that I can try hooking up at a Friday
meeting, to try and track down if it's my drive, controller, or what
that is causing the problems.

Thanks,
Justin
