I am on government hill and have noticed the same thing. For example, most
my computing is done between 11:00pm and 1:00am. I usually get blinding
speed. However for the last week and or two I have connections worse than a
56k modem!
When I write an e-mail, it may take 20 minutes before a connection can be
made so that it can be sent.

Last couple of days http internet access has been slow to nearly
non-existent, although occasionally it works fine, on my ACS DSL
connection. Packet loss on pings has been 20% to 70% loss, even to ACS's
servers. It doesn't seem to make any difference whether I ping from my
workstation or ssh into my e-smith server/firewall and ping from there.
Mail seems to be working normally.
Is it likely that this problem is something on my end, or would this be
more likely to bee a problem with something at ACS?
