My Konqueror 3.1.2 allows me to resume http downloads.
But I prefer to use wget with the -c switch.
From the wget manpage:
-c
--continue
Continue getting a partially-downloaded file. This is useful when you want to
finish up a download started by a previous instance of Wget, or by another program.
For instance:
wget -c ftp://sunsite.doc.ic.ac.uk/ls-lR.Z
If I notice that the download stalls, I just ctrl-c and the execute
the command again and it begins dowloading where it left off.
