In my experience this is normally a dns issue--apache's telling you that
it can't successfully resolve it's own hostname.
The most recent case where I got that message was when the only nameserver
line I had in /etc/resolv.conf was 127.0.0.1, but named wasn't running so
it couldn't do the dns lookup.
