You need to edit the delay number in your lilo.conf so that it gives you
as many secondsns as you want.

Whenever I re-start my computer, the Mandrake boot screen shows up. It
only gives me 10 seconds to choose either Mandrake or Windows. How can I
change that so I choose how long before I decide which OS to use?
