Someone on a diffrent list pointed out the obvious:

"You can set up a root zone with a wildcard ("*") A record in it.

But be VERY careful that only your clients see this version of the root
zone. You don't want to be responsible for polluting the Internet DNS
(or even other nameservers under your control) with bogus root zone data. "
