AFAIK, that will not work from outisde the UA netblock. You'll have to find
something that will allow connections from anywhere. If you are using ACS
dial-up/DSL, you can use ntp.acsalaska.edu. GCI has ntp.gci.net, which I
just found out, works from my ACS DSL connection. That might work for you.

This may seem obvious, but: make sure that port isn't blocked on the outgoing
route. I had that problem on a server at work.
