no rule to make target?

I'm stuck - I'm trying to compile a driver for a video capture card, and I downloaded the
blabla.tar.gz file and uncompressed it into its own directory. The readme says that all I need to
do then is type "make". But I get:
make: *** No rule to make target '/usr/src/linux/Rules.make'. Stop
The directory has a file called Makefile, which seems to have the "rules" for compiling. Why does
make want to find a file called Rules.make? Oh, this is on Suse 7.3.
