Check the site that you were at before you went to the state's site. You
can popup a window "onLeave" so that it doesn't popup until you bring up a
different site. cnnsi does this. Go to
http://sportsillustrated.cnn.com/athletics/news/2002/04/15/boston_marathon/
then go to a different site. You'll get a popup to subscribe to SI.
