dumb permission questions

Ok, I'm new to linux so don't laugh:
Me and a friend set up a directory that allows anonymous ftp uploads (on a remote unix server he
has an account on). We tested it and we can upload files to it though a web browser. We can't
delete the file through the web browser (which is fine and expected). But when we tried telnetting
into the directory, we can't delete it either. This is the listing:
----rw---- 1 ftp patricky 1499 Mar 21 14:19 champ.jpg
I told him that if we had the root password, we could delete anything. But we don't have a root
password to it, only his name/password, which is under patrickyoung. I tried chmod 777 on it but
it won't let me change the permissions.

How can we delete files uploaded under "anonymous" ftp, when we don't have root?

Also, why does the owner appear as 'patricky', when we uploaded under anonymous? Was that because
of the name of the machine?
