Coil-and-core magnetic only ballasts still zero out the lamp current 120
times per second. Different fluorescent powders may have slight effects
on how severe the dip shows.

Be careful getting too close to a lathe if the overhead light is
magnetic-ballast fluorescent!

Newer electronic ballasts at 20kHz or 30kHz smooth things out rather
nicely.
They also tend not to interfere with monitors set to slow scanning
frequencies.
