Well, don't know if it makes a difference, but maybe
ECN, Explicit Congestion Notification, is causing the issue?
If you're using linux, and you have the option to, try turning
on/off support for ECN.
I think that ECN isn't supported over PPP, so that might
be why it's working for your dialup, but not over dsl.
Seems to me to be the same symptoms that some folk were having
on the LKML.
