I don't see anything in the traceroute below to indicate that there's any
problem on ACS's end. You can see that your traceroute is getting out to
above.net and alter.net and beyond just fine.

That last IP address (208.254.2.5) belongs to UUNet. This looks like the
next hop is either just dropping traceroute packets, or that the next hop
is otherwise unreachable, although someone who works with routers would
know much more about this than I.
