OK. Try this link:

Then look at your router config (and/or firewall)
and see if it is blocking access to your ftp server
ports > 1024. If you are not blocking access to
ports > 1024, then start looking at things like
hosts.allow, etc (might be allowing connections
from the LAN only, etc.).
