Royce, who is on this list and a sysadmin has taken a look at
things. His opinion is similar to what I heard from the mutt ML. If
you invoke

host 64.4.232.191

the command returns

191.232.4.64.in-addr.arpa domain name pointer 191-232-4-64.mtaonline.net.

which appears like a bulk dynamic IP spammer.

MTA has told me that they will not change their naming conventions.

I'm willing to change my static IP which I have had for about 13
years, but I'm also willing to look into another DSL service that
might be available in Palmer.
