If it's any impetus, I'm pretty sure you can have the GTK 2 and GTK 3
libraries and headers both installed on your system at the same time.
(At least, I do.) You probably would want to do that properly through
the distro's package manager, but I would think that most distros
would have a -devel package available for both.

The headers are put into separate locations (/usr/include/gtk-2.0 and
/usr/include/gtk-3.0 on my system) and then pkg-config provides the
correct paths at compile time.
