Okay, sure... why not? Nothing theoretical getting the way, just the
time and resources of the developers. Probably optimization efforts
wouldn't be focused on the PDF viewer so much, as in picking or
improving the related libraries. Evince uses gdk-pixbuf for image
loading, poppler for PDF rendering, and some other libs for various
image formats. Might be interesting and useful to find all the open
source PDF viewers available and see what they are using on the back-end.

I wonder, in the case of the PDFs in question, how the drawing images
are being stored. (vector, raster, format?)

As far as using the Adobe proprietary offering, I would always
recommend against gambling your software freedom, security, and
privacy on any black-box, closed-sourced binary.
