I would pay for it (I already pay for it because I don't use *near* my
limit in bandwidth per month ;)).

I would maintain along with individuals selected by the leadership of
AKLUG.

Access is an interesting term.

Administrative access (as in, ability to moderate and ban): See answer
above.

Access to post: Start with the established rules, and start picking the
color of this bike shed. I would lean toward a "must be subscribed to
post" model, but that would be up to the membership/leadership.

Access to read: Anyone.
