It is for PXE, but not for other platforms. Systems like the IBM pSeries
you can define in the PROM your network configuration (including tftp
server) if you're not running bootp, but most x86 systems don't have that
level of intelligence. In fact, the network ROMs of PXE-enabled systems are
very simplistic, just enough to load the PXE client, and it's that external
program that provides the extra logic and capabilities.

In short, bootp is a requisite for PXE.
