So it is a NetworkManager question, not an OpenVPN question.

I do split tunnels on OpenVPN all the time.

In fact that is the default setup for OpenVPN unless you put the "redirect =
gateway" command into the OpenVPN config files.

So that would be a phrase to look for in the NetworkManager config settings=
.
