Does the box need to have significant storage? If not, the super-small
boxes that hold ALIX boards could work. They can run Linux or the BSDs.
 They come in multi-Ethernet flavors.

Does it need significant CPU? If not, an older SFF system could be used.

Also, just about any system can be turned into an almost fanless system
if you underclock it and then pull the fans.
