I was going to suggest this. Along with just doing up your own update
mirror. Ubuntu/Debian has a package just for creating a mirror.

http://apt-mirror.sourceforge.net/

The seem to be similar tools available for Fedora, and I'm sure for any
of the other mainline distros.
