You may want to check out ClearOS [1] (used to be ClarkConnect). I
haven't used them since the ClarkConnect days (and that was about 6-7
years ago), but I liked the product back then and a friend of mine used
them for 3-4 years and had a good experience. AFAICT the basic download
and updates are free, just the value-added stuff (bandwidth monitoring
on their server, etc) costs.
