In that case any old klunker would fit the bill for a sandbox
Promoting php dev would be another matter as that would take a bit
more infrastructure and power, especially if you wanted to roll out
and support eclipse or netbeans, server based debugging etc.
Admining moodle not as simple as WP, but almost....
