[aklug] manage internet bandwidth

Now that I can actually use my internet connection to download stuff I
needed a way to multitask using my internet connection.

I found an app called 'trickle'. It can be used in user space, you can
start and assign a download speed to an appliication. I have a mirroring
script that I can fire off and it won't eat my whole connection for days
and days :-)
