Thanks to Shane Spencer for getting me pointed in the right direction.
After winding and turning and going roundabout it turns out, in the graphical ubuntu
package handler under "Settings -> Preferences" there's a checkbox called "Consider
Recommended Packages as Dependencies". Checked 'yes' is the default. Go figure.
Unchecking that has solved a large part of the useless crap situation.
