Maybe. It depends on how the invoked programs will invoke sub-shells.
My university tried a while back to make pine (I think) the shell for
login, but the problem was when a user clicked on a link that invoked a
sub-shell (such as a web link to launch lynx, which was OK), pine tried
to start a subshell using the user's /etc/passwd shell entry, which
would start a new instance of pine...which was not OK. So, do some
testing with the programs that will be on your menu.
