Check the port numbers again.

   1. Secure IMAP is port 993
   2. Outgoing is 25 but using TLS authentication

I'm not sure what settings you have but you should be able to telnet to
the port and have it do something. Assuming the ports open. If that
doesn't work just port scan it.

You can also check the ps tree to see if the services are running. There
are also commands that list the services that are waiting for
connections and the port hey are on. I can't think of the command at the
moment.
